A common mistake in leadership development is putting a new supervisor and a head of department in the same room. They struggle with different things. The supervisor is still learning to stop doing the work personally. The head of department is trying to turn strategy into targets that the people below them will actually commit to. A leadership development programme works when each level gets the skills it is missing, in that order.
For people promoted because they were good at the job, who now have to get results through others. Start here with supervisory skills training: delegation, structured feedback, coaching conversations and handling a difficult team member. Add root-cause problem solving and stress awareness so new supervisors stop firefighting and notice when their team is burning out.
Mid-level managers can already run a team. What holds them back is influence. Senior leadership hears their numbers but does not approve the request, other departments do not cooperate, and recurring problems cross team boundaries. Training at this level focuses on structuring a message for executives, negotiating for resources, and making decisions across functions.
Heads of department, branch managers and division leaders own performance across a whole unit. Executive leadership training here is about systems, not personal technique: turning strategy into divisional KPIs and OKRs, running fair appraisals, and leading through restructures and uncertainty.

Most managers forget the slides from a leadership course within a week. What they keep is what they practised on a problem they recognised. Our programmes use participants' own work as the material, not a textbook case from another country:
Supervisors bring an actual underperforming or disengaged team member. Problem-solving teams bring a recurring operational issue. Communication cohorts rebuild their own department updates.
Feedback, delegation briefs and objection handling are practised in rapid repeated rounds with facilitator correction, not demonstrated once and left there.
Managers and their own direct reports are not trained together. Participants discuss real people, so the room has to be peers. Organisations that want both levels trained get separate cohorts.
Programmes close with a named action plan, such as a coaching plan for one team member or a divisional implementation roadmap, reviewed by the facilitator.
The biggest factor in whether training sticks is outside the classroom: the participant's own manager. If that person reinforces the new behaviour, change usually shows up within weeks. If they ignore it, the effect fades. That is why we recommend briefing the sponsoring managers before delivery, not after.
Many HR teams still search for "HRDF leadership training", but the fund is now run by HRD Corp. Every leadership programme on this page is structured as HRD Corp claimable training under SBL-Khas. That means a certified trainer, documented learning outcomes, minimum contact hours, attendance records and a completion report formatted for your claim.
The timing rule catches most employers out. Under Employer's Circular No. 2/2026, the grant must be approved at least 14 calendar days before the training date. In practice, confirm dates and submit your application three to four weeks ahead. A programme that runs before approval cannot be claimed afterwards.
