Allowable Cost Matrix 2026 FAQs

The Allowable Cost Matrix (ACM) is HRD Corp's schedule of maximum claimable amounts per cost item for levy-funded training. The January 2026 edition caps in-house course fees at RM10,500 per day per group (RM6,000 per half day), public course fees at RM1,750 per participant per day, meals at RM100 per participant per day, trainee allowance at RM250–RM500 per participant per day, and consumables at RM100 per group. The caps were set by Employer's Circular 3/2024, effective 1 November 2024.

The Allowable Cost Matrix lists course fee, internal trainer allowance, and trainee, meal and overseas allowances — there is no separate venue, hall or room-rental item. In practice venue cost is carried inside the course fee quoted by the training provider, which is then subject to the RM10,500 per day per group cap.

The cap amounts did not change — the January 2026 ACM carries the same figures as Employer's Circular 3/2024. What changed in 2026 is the process: from 15 June 2026 in-house grants must be submitted at least 14 calendar days before training (public courses: 3 days until 31 December 2026), there is one query with 5 days to respond, and approved grants cannot be modified or appealed.
