What a Complete Package Should Include
Two quotes with the same per-pax price can be completely different products. Check all six inclusions before comparing:
- Facilitation. A named, HRD Corp certified trainer who runs the programme and debrief — not just an event crew managing logistics.

- Meals. Standard is lunch plus two tea breaks for day packages; all meals for overnight packages.
- Materials and equipment. Activity equipment, workbooks, and printing.
- Insurance. Public liability cover, and personal accident cover for adventure formats — ask to see the certificate.

How HRDF Changes the Net Price
For a levy-paying employer, the sticker price is not the real price. Under the January 2026 Allowable Cost Matrix, in-house training is claimable up to RM10,500 per day per group (RM6,000 per half day), plus RM100 per person per day meal allowance and RM250–RM500 per person per day travel allowance depending on distance. A RM20,000 full-day package for 50 people typically nets out near RM190 per person after the claim — and smaller programmes frequently net to zero.
Two rules to respect: the grant must be approved at least 14 calendar days before the programme date (Employer's Circular No. 2/2026, effective 15 June 2026), and participants must attend at least 75% of training hours or the claim is prorated. Choosing the Right Package: Objective First
- Team needs an energy reset or a mixer? Half-day. Lowest cost, easiest to schedule, no overnight logistics.
- Specific behaviour has to change (communication, silos, ownership)? Full-day. The debrief and action-planning blocks need the afternoon.
- Trust is the problem? 2D1N. Evening unstructured time is where guarded colleagues become people to each other — no day programme replicates it.
- Leadership team, strategy plus cohesion? 3D2N offsite with team building woven between working sessions.

Package Pricing by Group Size
Per-pax prices fall as groups grow because facilitation and design costs are fixed. Indicative full-day facilitated pricing: a 20-pax group runs RM400–RM700 per person, a 50-pax group RM300–RM550, and a 100-pax group RM250–RM450. Note that HRD Corp prorates claims for groups under five participants — very small groups are the least efficient way to buy training.
